FIDE seeks public discussion about proposed rating changes

One of the essential chess assets that FIDE is overseeing is FIDE ratings. Since adopting the Elo rating system in 1970, the rules and formulas for calculating ratings have undergone numerous changes, and the number of rated players has grown exponentially.
In the past decade, certain innovations have caused rating deflation, a concern that has been raised by professional players and mathematicians and did not go unnoticed by FIDE. Players' ratings are spread out too widely, and the situation is deteriorating with each passing year. The problem arises due to various factors, including the minimal rating being set too low at 1000 points, changes to the famous 400-point rule and the way the initial ratings are calculated.
FIDE Qualification Commission and mathematician Jeff Sonas put significant effort into analysing the situation. As a result of this work, they propose two corrective measures.
The first measure, which they called compression, aims to adjust for deflation. All players rated below 2000, which constitutes the bottom 85% of all rated players, shall be given a one-time rating increase on the January 2024 rating list. The additional points awarded will gradually decrease from 400 (for those rated 1000) to 0 for those rated 2000. For instance, a player with a rating of 1600 will receive an additional 160 points.
The second measure, calculation improvements, focuses on improving the rating regulations to prevent future deflation. This includes raising the minimum rating from 1000 to 1400, restoring the 400-point rule to its earlier state so that it can apply multiple times in an event, and adjusting the formula for calculating initial ratings to incorporate two additional draws against hypothetical 1800-rated opponents.
Understanding the significance of resolving the issue of rating deflation, we are sharing these proposals and inviting the chess community to engage in a public discussion. You can read the full text of Jeff Sonas' suggestions here.
We encourage the chess community to express their thoughts on this proposal and send us their comments, suggestions, ideas, and mathematical calculations. Please address your correspondence to Qualification Commission at qualification@fide.com until 30 September 2023.
The Qualification Commission will thoroughly review all communication, analyse your suggestions, and present the final version of the rating regulation changes to the FIDE Council in October 2023. Once approved, the changes will be communicated to the public in December 2023 and will come into effect starting January 2024.

Sonas Proposal: Repairing the FIDE Standard Elo rating system

Introduction and Executive Summary
To put it bluntly, the past decade has brought extreme rating deflation to the FIDE Standard Elo
rating system. Player ratings are spread apart far more than they should be, and it's getting
worse every year. FIDE ought to take strong steps to reverse the effects of this deflation, and to
prevent it from happening again. I propose two corrective measures to accomplish these joint
goals.
The first corrective measure, which I am calling the Compression, will bring immediate and powerful improvement to
the accuracy of the ratings. All players rated below 2000 Elo, which is the bottom 85% of rated players, should be given a
one-time rating increase, on the January 2024 rating list, using a simple formula as highlighted in yellow in the accompanying
graphic.
For example, look at the black pawn on the left, representing anyone who has a rating
of 1000 Elo before the Compression happens. Such a player would get an increase of 400 Elo points and would end
up with a rating of 1400 Elo, as you can see from the black pawn on the right.
As another example, look at the white bishop on the left, representing anyone who has a rating of 1500 Elo before the
Compression happens. They would get an increase of 200 Elo points and would end up with a rating of 1700 Elo, as you
can see from the white bishop on the right.
Also note that there are no discontinuities in the formula; for example, there is no advantage or disadvantage to being just
over 1500 or just under 1500. If you had 3 players with ratings of 1495, 1500, and 1505,
respectively, they would receive one-time rating increases of 202, 200, and 198, respectively.
The chess pieces in this diagram are provided just to help you follow the lines and to help
illustrate what would happen for players at various places on the rating list.
Players rated just below 2000 Elo would get almost no increase at all. And for all players having a rating of 2000 Elo or higher,
their rating would not be directly affected by this.
Note that this change would preserve the current order of everyone on the rating list; it would only adjust their
spacings between each other. And finally, it would leave nobody having a rating below 1400 Elo.
The second corrective measure, the Calculation Improvements, tries to ensure that the rating
deflation will not return, by introducing some mild inflationary effects into the rating regulations.
This includes raising the minimum rating from 1000 Elo up to 1400 Elo, restoring the 400-point?rule back to its earlier state so that it can apply multiple times in an event, and adjusting the
formula used for calculating initial ratings so that it incorporates two additional draws against
hypothetical 1800-rated opponents.
I appreciate that these are very significant steps to take, and I wouldn't expect anyone to
support them without understanding why they are necessary. That is why I am not just
proposing these measures, but also justifying them, as part of this proposal. The corrective
measures are described in more detail in Part III, below, but first it is necessary to give some
background and to describe the problem in detail.

New FIDE Rating and Title Regulations come into effect

The new FIDE Rating and Title Regulations were approved by the FIDE Council meeting on December 14, 2023.
Early in 2023, the Qualifications Commission (QC) initiated a review of the FIDE rating regulations, inviting federations, officials and the public to contribute their thoughts and suggestions. The review was prompted by feedback from professional players and FIDE officials, highlighting a rating deflation resulting from prior changes in the rating system.
A dedicated working group, comprising Aleksandr Moiseenko (GM), Pavel Tregubov (General Strategy Commission), Nick Faulks (QC), Vladimir Kukaev (Ratings Office) and Sabrina de San Vicente (QC), worked together with mathematician Jeff Sonas on reforming the existing rating system. Sonas is a professional database consultant and owner of Sonas Consulting, who has consulted FIDE’s Qualifications Commission on issues regarding the Elo rating system since 2009.
The proposed concept was shared with the public in July of 2023, seeking feedback and suggestions for improving FIDE ratings. Over 150 comments were received, all of which have been analyzed and reviewed by Jeff Sonas (see Compression and Calculation Improvements: Supplemental Report by Jeff Sonas).
Following a thorough review of the received suggestions and proposals, the QC came forward with a set of new regulations regarding ratings.
The recommendations included the following:
1. A one-off change to Standard Ratings for rated players: For players with a standard rating lower than 2000 points, an increase will be applied following the formula (0.40) x (2000 – Rating). Players with a standard rating of 2000 or more will retain their current rating.
2. Changes in the rating floor: An increase in the rating floor from 1000 to 1400.
3. Changes in the initial rating:
a. Unrated players achieving a plus score against rated opponents will have their initial rating calculated based on the performance rating derived from their percentage score, not by simply multiplying the plus score by (K/2). The maximum initial rating attainable via this method will not exceed 2200.
b. Modification of the initial ratings formula for unrated players to include two hypothetical opponents rated 1800, with the result of these two games considered as a draw.
4. The 400-points rule: A difference in rating of more than 400 points shall be counted for rating purposes as though it were a difference of 400 points, with no restrictions on how many times it can be applied during a single tournament, thus restoring it to the pre-2022 state.
The QC proposal recommended applying these same changes to both Standard and Rapid & Blitz Ratings Regulations. The proposals were deliberated and approved by the FIDE Council meeting on December 14, 2023. The new FIDE Title Regulations are effective from January 1, 2024. The new FIDE Rating Regulations come into force from March 1, 2024.
